Applicability of zones
Effective from 1 July 2018, the taxi zone map descriptions set out below no longer determine the operating areas for commercial passenger vehicles that provide unbooked services (taxis) in terms of where they can pick up or drop off passengers.
Taxis (regardless of their number plate prefix – M, U, R or C) are permitted to pick up passengers anywhere within the State. It is, however, important to note that zones still apply to some requirements for taxis. For example, if you operate in either the metropolitan, urban or large regional zones, you are required to:
- install a CPVV approved security camera into your taxi/s; and
- apply the relevant maximum fares determined by the Essential Services Commission (ESC) for the specific zone you provide unbooked services in.
Statewide and Metropolitan
Metropolitan taxi zone
Covers metropolitan Melbourne, extending to Werribee in the south-west, Caroline Springs, Taylors Hill and Hillside in the west, Melbourne Airport and Bulla in the north-west, Mickleham, Wollert and Mernda in the North, Hurstbridge, Wattleglen, Kangaroo Ground, Coldstream and Lilydale in the northeast, the Basin, Sherbrooke and Belgrave to the east, Rowville, Wheelers Hill, Clayton, Dingley Village, Braeside, Chelsea Heights and Patterson Lakes to the south-east.
Urban taxi zone
Includes the current outer suburban taxi zone (covering Springvale, Dandenong, Berwick, Cranbourne, Frankston and Mt Eliza), the Mornington Peninsula, (including Mornington, Mount Martha, Dromana, Rosebud, Blairgowrie, Sorrento, Portsea, Tyabb, Hastings, Somers, Point Leo, and Flinders) the current Geelong Urban taxi zone (extending to Grovedale, Waurn Ponds, Fyansford, Batesford, Lovely Banks, Lara, Avalon Airport and Point Wilson), the current Ballarat taxi zone and the current Bendigo taxi zone.
Regional taxi zone
Covers the areas of the Bellarine Peninsula and Torquay, an area around the fringe of the metropolitan zone that covers Melton and Bacchus Marsh, Sunbury, Gisborne, Riddell's Creek, Romsey, Macedon, Mount Macedon, Woodend, Whittlesea, Wallan, Wandong, Kilmore, Broadford, St Andrews, Yarra Glen, Dixons Creek, Healesville, Launching Place, Warburton, Emerald, Gembrook, Pakenham, Pearcedale, and small blocks surrounding each of the following towns and cities: Mildura, Swan Hill, Echuca, Horsham, Shepparton, Benalla, Wangaratta, Wodonga, Hamilton, Portland, Warrnambool, Colac, Bairnsdale, Sale and Maffra, Warragul and Drouin, and the La Trobe Valley, including Moe, Morwell, Traralgon, and Churchill.
Country taxi zone
Covers all other areas of Victoria not listed above as being included in the metropolitan, urban or regional taxi zones.
This map shows the metropolitan taxi zone, covering metropolitan Melbourne. The boundary includes Werribee, Little River, Tarneit, Truganina, Derrimut, St Albans, Sydenham, Craigieburn, Epping, South Morang, Mernda, Yarrambat, Hurstbridge, Kangaroo Ground, Coldstream, Yering, Lilydale, Mt Evelyn, Silvan Reservoir, Belgrave, Upper Ferntree Gully, Rowville, Wheelers Hill, Clayton, Braeside, Edithvale and Chelsea Heights.
The boundary between the metropolitan zone and the Geelong area of the urban zone begins on the Port Phillip Bay coast at the mouth of Little River. The boundary follows Little River to a point north of Mt Rothwell, where the metropolitan zone, urban zone and country zone meet. The boundary between the metropolitan zone and country zone continues north to a point between Baliang East and Eynesbury, where the metropolitan, country zone and regional zones meet.
The boundary between the metropolitan zone and the regional zone continues east along Boundary Road, north on Robinsons Road, west on the Western Hwy, north to Calder Park, east to the northern edge of Melbourne Airport, north along Mickleham Road to Somerton Road, east on Donnybrook Road, south along Sydeny Road and the Craigieburn train line, southeast to Somerton road, east on Somerton Road and Cooper Street, north on the Hume Freeway, then continues east along Harvest Home Road, Findon Road, north on Plenty Road, east on Masons Road, north east on the Plenty River, east on Arthurs Creek Road, south on Yan Yean Road, Easton Doctors Gully Road and south on Arthurs Creek Road, east on Cherry Tree Road and Watsons Creek to the Yarra River, east along the Yarra River until a point south of the Maroondah Highway crossing, west to the intersection of the Maroondah Highway and St Huberts Road, south on Stringybark Creek, west on Clegg Road, south on Monbulk Road, Emerald-Monbulk Road, Wellington Road.
The metropolitan zone, urban zone and regional zone all meet at Cardinia Reservoir. From Cardinia Reservoir, the boundary between the metropolitan and the Dandenong area of the urban zone continues west on Wellington Road, south on Garden Road and Westall Road, west on Kingston Road, south on Clayton Road, south east on Centre Dandenong Road, south on Springvale Road to the Mornington Peninsula Freeway, then west along Eel Race Road to the coast.
Dandenong, Frankston and the Mornington Peninsula
This map shows the area of the urban taxi zone which covers Dandenong, Frankston, Cranbourne and the Mornington Peninsula.
The boundary between the urban zone and the metropolitan zone begins at on the Port Phillip Bay coast at Eel Race Rd, Carrum. The boundary continues east to the Mornington Peninsula Freeway, follows the Mornington Peninsula Freeway to Springvale Road, north on Springvale Road, then north-west on Centre Dandenong Road, north on Clayton Road, east on Kingston Road, north on Westall Road and Garden Road, and east on Wellington Rd to Cardinia Reservoir. The metropolitan zone, urban zone and regional zone all meet at Cardinia Reservoir.
The boundary between the urban zone and the regional zone begins at Cardinia Reservoir, and continues south along Split Rock Road, Officer-Upper Beaconsfield Road, Starling Road and Officer South Road. The urban zone, regional zone and country zone all meet at a point on Officer South Road just south of the Princes Freeway.
The boundary between the urban zone and the country zone begins at a point on Officer South Road just south of the Princes Freeway, continues south along Cardinia Creek until McCormacks Road, south-west along McCormacks Road, south-east on Pound Round, south on Tooradin Station Road, east on Hardy's Road, until Dalmore Road, where the boundary turns south-east and meets the coast near mouth of Cardinia Creek.
This map shows the area of the urban taxi zone which covers Geelong, and includes Lara, Rothwell, the You Yangs Regional Park, stretches north almost to Baliang, includes Staughton Vale, Anakie Junction and Anakie, Sutherland Creek, Batesford, Hamlyn Heights, Ceres, Waurn Ponds, extends south almost to Freshwater Creek Mount Duneed, and includes Grovedale, Reedy Lake and Leopold.

This map shows the area of the urban taxi zone which covers Ballarat. The area extends north-west almost to Mount Blowhard, and includes Miners Rest, Mount Rowan and Chapel Flat. The area includes the White Swan Reservoir, and continues south until it meets the Western Freeway just west of Warrenheip. The boundary continues south, including Warrenheip. Mount Helen and Buninyong but excluding Dunnstown, Navigators and Yendon. The boundary turns west before reaching Scotsburn, excluding Durham Lead and Napoleons, including Ross Creek, Haddon and Nitingbool but excluding Smythesdale. The boundary continues north, including Bo Peep and Cardigan Village, north along Draffins Road, and east along Davenport Road to Coghills Creek Road.
This map shows the area of urban taxi which covers Bendigo. To the north, the area includes Huntly, and extends to Caellis Rd. The boundary then follows Sherwood Rd and Boundary Road to the airfield. To the east, the boundary includes Strathdale, Junortoun, Strathfieldsaye and Axe Creek. To the south, the boundary includes Spring Gully but excludes Mandurang and Emu Creek, to the south-west, the boundary includes Bill Hill but excludes Lockwood and Lockwood South. To the west, the boundary includes Maiden Gully, Eaglehawk, Myers Flat and Sailors Gully. To the northwest, the boundary includes Gum Tree Flat but excludes Woodvale.
This map shows the boundaries of the regional zone around the town of Bairnsdale. The communities of Ellaswood, Wy Yung, Clifton Creek, Lucknow, and Nicholson are also included in the regional zone.

Bellarine Peninsula and Torquay
The map shows the taxi zone boundaries in southern Geelong, the Bellarine peninsula and Torquay. It shows Geelong as being covered by an area of the urban zone, extending to Leopold in the east, Mount Duneed Road in the south, Waurn Ponds, Ceres and Hamlyn Heights in the west, and extending north beyond the frame of the map. It shows the towns of Torquay, Jan Juc, Bellbrae, Bellbrae West, Breamlea, Connewarre, Barwon Heads, Ocean Grove, Point Lonsdale, Queenscliff, Murradoc, St Leonards, Indented Head, Port Arlington, Clifton Springs, Drysdale, Curlewis, Wellington and Marcus Hill as being included in the regional zone, and the towns of Anglesea, Aireys Inlet, Paraparap, Modewarre, Moriac, Mount Moriac, Pettavel, Barrabool, Stonehaven, Gheringhap, Murgheboluc as being zoned within the country zone.
The boundary between the urban zone and the country zone begins at the Moorabool River near Gheringhap, where it continues along the river, crossing the Midland Highway near Batesford until Dog Rocks Road, south along Dog Rocks Road and Friend In Hand Road, Merrawarp Road, Honeys Road, Pettavel Road, east along Mt Duneed Road to the intersection with Ghazeepore Road, where the urban, regional and country zones meet.
The boundary between the urban zone and the regional zone continues along Mt Duneed Road and Lower Duneed Road to Horseshoe Bend Road, east along Boundary Road, north along Harriott Road, east along Groves Road, between Reedy Lake and Connewarre Lake to Fenwick Street, due north to Portarlington Road, west to the intersection with Bawtree Road, and due north the coast.
The boundary between the country zone and the regional zone extends south from Mt Duneed Road along Ghazeepore Road, west on Coombes Road and Hendy Main Road, south to Nortons Road, east on Nortons Road, south on Charas Road, south on Forest Road, east on the Great Ocean Road, and south on Hurst Road to the coast.

Starting at the corner of Skene Homestead Road and Forts Road, the boundary extends east along Forts Road and continues east until the bend in Nigretta Road, south on Nigretta Road, west on the Glenelg Highway, south on Chattertons Road, east along Grange Burn to Jacksons Road, Church Road, west along the Henty Highway, east along Beesons Road, south on Blacks Road, east on Elsoms Road, Research Station Road, north on Picnic Road, west on Forans Road, north on Brinkmanns Road, Thompsons Road, Caldows Road, west on Mill Road, north on Robsons Doling Road, east on Schneiders Road and north on Skene Homestead Road to Forts Road.

The boundary between the metropolitan zone and the regional zone is at the western edge of the suburbs of Hillside, Taylors Hill, Caroline Springs and Deer Park. The boundary then runs west along Boundary Road, south of the Eynesbury Golf Course, and then south from a point east Springhill Road.
To the north of Bacchus Marsh, the boundary between the regional zone and the country zone is drawn along the eastern edge of Lerderderg State Park. The regional zone extends west to cover the communities of Darley and Pentland Hills and along the Western Highway to the Myrniong–Greendale Road. The regional/country boundary then passes between Maddingley and the Bacchus Marsh airfield, and turns north toward the Western Highway, with the community of Parwan in the country zone. The boundary then turns south until it meets the western edge of the metropolitan zone.

The boundary between the urban zone and the country zone begins at the intersection of Officer South Road and Lecky Road, and continues south west to Cardinia Creek, along the Creek to McCormacks Road, Pound Road, south along Tooradin Station Road, east along Hardys Road, south along Dalmore Road, along Inlet Creek on the eastern edge of Tooradin airfield to Westernport Bay.
The boundary between the regional zone and country zone begins at the intersection of Offcier South Road and Lecky Road, south approximately 200 metres along Cardinia Road, then east to the crossing of the Princes Freeway and Toomuc Creek, along the Creek to Watson Road, along the unnamed track connecting Watson Road to the point where Wenn Road turns north-south, east to the intersection Watson Road and Koo Wee Rup Road, east to the bend in Five Mile Road, north along Five Mile Road to Bald Hill Road, north on Mount Ararat Road to Canty Lane, north to Dore Road, Morrison Road, Bessie Creek Road, Old Sawmill Road, Gembrook Tonimbuk Road, Bunyip River Road through the Bunyip State Park.

The boundary continues along Mount Ridley Road to the Hume Highway, then south along Sydney Road to Craigieburn station, along the Craigieburn train line to Patullos Lane, along the Merri Creek to Cooper Street, north on the Hume Freeway, then east along Harvest Home Road.
North and west of Woodend, the boundary between the regional zone and the country zone is at Carlsruhe Central Road, then south along Ashbourne Road, Pearsons Road, James Lane, Firth Road, Burnt Hill Road to Campaspe Road, then south to the eastern edge of Lerderderg State Park, west to Myrniong-Greendale Road, the south through Werribee Gorge State Park.

The boundary between the metropolitan and regional zones follows the Yarra River, past Yarra Glen until east of Skye Road, then follows Skye Road, Hills Road, Spring Road, Boundary Road, Stringybark Creek to the transmission line, Boundary Road to Warburton Road, a line south east to the intersection Bailey Road and Clegg Road, Forest Road, McKillop Road, Hunter Road, Monbulk Road and Emerald Kallista Road.
