Compliance Services

Compliance Services undertakes regular activities which focus its resources on areas of non-compliance deemed to be of the highest risk to service and safety within the commercial passenger vehicle industry.

Authorised Officers

Authorised Officers conduct a range of activities including:

  • targeted vehicle safety and driver compliance checks
  • illegal commercial passenger vehicle operations on those operating outside of registration conditions, and
  • fleet quality and industry benchmarking operations.

The team conducts a large number of operations in collaboration with other state and federal agencies including:

  • Victoria Police
  • Australian Federal Police
  • Sheriff's Department
  • Department of Immigration
  • VicRoads
  • Councils
  • Australian Communications and Media Authority (ACMA)
  • Guide Dogs Victoria, and
  • Disabled Persons Transport Advisory Committee (DPTAC).

The operations can include visa and immigration matters, traffic and parking violations, criminal offences and vehicle and driver compliance.

Recent examples of joint operations include:

  • Sheriff's Department – targeting drivers and operators with high volumes of outstanding fines and warrants
  • DPTAC – ensuring correct carriage of passengers, correct tariff and payment.

Common infringements and rectification notices issued by authorised officers include:

  • failing to present commercial passenger vehicles  for inspection
  • operating an unsafe vehicle
  • operating an unbooked commercial passenger vehicle (e.g. taxi) without a working security camera
  • no photo ID displayed
  • unregistered operating
  • operating a commercial passenger vehicle while not all matters have been rectified.

Quality Assurance Centre

The primary function of the Quality Assurance Centre (QAC) is to inspect commercial passenger vehicles (including taxis, hire cars and rideshare) to ensure they comply with unbooked and booked commercial passenger vehicle regulations and legislation. Validation inspections are conducted to ensure matters subject to a compliance action (Rectification Notice) on a commercial passenger vehicle has been addressed.

About the QAC

  • the QAC is open Monday to Friday from 8:30am to 4:00pm (closed Public Holidays)
  • all those  visiting the site must report to the reception counter prior to driving into the inspection area
  • for safety reasons, all drivers and visitors must follow  instructions given to them by QAC staff
  • the QAC does not provide or undertake vehicle repair or maintenance services
  • The QAC is located at 10 Mareno Road, Tullamarine.

Complaints

CPVV can investigate complaints from the general public or industry participants about commercial passenger vehicles and driving instructors.

Industry intelligence

Members of the public and industry are encouraged to provide intelligence to CPVV via the Customer Feedback Portal relating to vehicle safety or other regulatory and non-compliance activities.
