Vehicle registration conditions

Under section 43 or 46 of the Commercial Passenger Vehicle Industry Act 2017 (CPVI Act), we may impose conditions when registering a commercial passenger vehicle, or at any time during the registration.

These are standard conditions which apply to all commercial passenger vehicle registrations. Individual conditions may also be imposed on some vehicle registrations. Vehicle owners will be given written notice of any conditions that apply to their registration.

Standard condition requirements

Please note a minor change has been made to the standard vehicle registration conditions for CPVs registered on or after 9am 1 July 2019.

The change means that vehicles less than 12 months old do not require an annual inspection to commence service as a CPV, but will require the annual inspection within 12 months of the date of manufacture and annually thereafter.

Annual vehicle inspection

You must ensure your vehicle passes a vehicle inspection by a VicRoads licensed vehicle tester or by Redbook Pty Ltd, which is the vehicle tester approved by Commercial Passenger Vehicles Victoria (CPVV), every twelve months.

When requested, you must be able to produce evidence of the passed inspection. This evidence can be in electronic form.

Notify us if you sell your vehicle

If you sell your CPV, you must notify us within 14 days to advise you are no longer the owner of the registered vehicle. See Surrender your CPV registration for more details.

In these circumstances, the vehicle will need to be re-registered by a new owner if they wish to continue using the vehicle to provide commercial passenger vehicle services.

Notify us if you change your contact or vehicle details

It’s important that we have your correct contact details and correct information about your vehicle. You can advise of the changes in writing or over the phone. You must advise us within 14 days if:

  • your contact details change
  • your vehicle’s number plate changes.

You must also advise us within 14 days if you intend to use your registered commercial passenger vehicle to provide unbooked (rank and hail) services. Extra vehicle requirements apply for providing these services.

If you previously advised us that you intended to use your vehicle to provide unbooked services, but no longer want to, then you must also advise us of this within 14 days.

Vehicles that provide unbooked services

There are extra requirements, under standard conditions, for vehicles that are used to provide rank and hail (unbooked) services. You must:

  • book an appointment at VicRoads to be issued with an unbooked (taxi) vehicle registration plate for your vehicle
  • have a tactile registration number sign fitted to the exterior of the passenger doors
  • have an electronic transaction terminal fitted to the vehicle that allows processing of Multi Purpose Taxi Program trips.

These requirements are in addition to vehicle requirements for unbooked services, under the CPVI Regulations 2018. These include:

  • a fare calculation device, and
  • a safety camera if operating in the metropolitan zone or urban and large regional zone.
